Yuan Jiajun Chairs Special Meeting to Promote Development of Low-altitude Economy
Leveraging Unique Advantages and Strengthening Integrated Innovation to Advance Safe and Healthy Growth of Low-altitude Economy
On the morning of July 8, Yuan Jiajun, Secretary of the Municipal Party Committee, chaired a special meeting to discuss the development of the low-altitude economy. He emphasized the need to thoroughly study and implement the important directives of General Secretary Xi Jinping on promoting the healthy development of the low-altitude economy, fully carry out the decisions and arrangements of the CPC Central Committee, amplify distinctive advantages, and enhance integrated innovation. Efforts should be made to continuously improve the comprehensive management and service platform for low-altitude flight, elevate the management capabilities of low-altitude airspace, and steadily advance the safe and healthy growth of the low-altitude economy. The goal is to accelerate the establishment of Chongqing as a leading city in low-altitude economic innovation with distinctive local characteristics.
Chen Mingbo, Party Secretary and Chairman of China Aerospace Science and Technology Corporation (CASC), attended and delivered remarks. Municipal leaders Chen Xinwu and Liu Shangjin were also present.
The meeting reviewed reports on the construction and operation of Chongqing's integrated low-altitude flight management and service platform, as well as CASC's efforts to support the safe and healthy development of Chongqing's low-altitude economy. Representatives from the Civil Aviation Administration of China (CAAC) Chongqing Office and the CAAC Chongqing Air Traffic Management Bureau also delivered speeches.
In his remarks, Yuan Jiajun emphasized that the CPC Central Committee with Comrade Xi Jinping at its core attaches great importance to the development of the low-altitude economy, with the Third Plenary Session of the 20th CPC Central Committee setting clear requirements for its advancement. Since the beginning of this year, Chongqing has consistently prioritized the low-altitude economy as a strategic focus for securing future industrial opportunities. The city has adopted an integrated approach to platform development, airspace reform, industrial cultivation, and the formulation of standards and policies. These efforts have yielded significant breakthroughs in low-altitude platform construction, continuous infrastructure improvement, accelerated growth of low-altitude manufacturing, expanded application scenarios, and enhanced institutional mechanisms and policy frameworks. As a result, Chongqing has achieved notable progress in developing its low-altitude economy.
Yuan Jiajun emphasized that Chongqing serves as fertile ground for low-altitude economy development, boasting unique advantages such as a robust industrial foundation, diverse application scenarios, and a solid digital infrastructure. Relevant departments at all levels must fully implement the decisions and arrangements of the CPC Central Committee, adhering to the principles of market leadership, government guidance, innovation-driven growth, and safe, healthy development. By leveraging airspace reform as the foundation, technological innovation as the driving force, industrial growth as the core, and application scenarios as the catalyst, Chongqing should strive to explore a distinctive development path for its low-altitude economy. Efforts should be intensified to promote the application of the integrated low-altitude flight management and service platform, emphasizing simultaneous construction, utilization, refinement, and expansion. AI empowerment must be strengthened to continuously improve the management and regulatory systems, forming comprehensive infrastructure capabilities. The city should accelerate the creation of landmark "low-altitude +" application scenarios, focusing on key areas such as megacity governance, logistics, and cultural tourism. Expanding diversified use cases - including urban rescue, forest fire prevention, high-rise firefighting, flood and disaster response, medical supply delivery, aerial sightseeing, and flight performances - will further cultivate and expand the low-altitude economy market. To advance high-quality development in the low-altitude industry, priority should be given to projects and products, actively extending, supplementing, and strengthening industrial chains. Enriching the product spectrum of low-altitude manufacturing and accelerating the formation of industrial clusters are critical steps. A supportive ecosystem for low-altitude economy development must be established and refined. Universities should play a pivotal role in enhancing fundamental research, disciplinary development, and talent cultivation in this field. Strengthening technological R&D and standard-setting, along with fostering a favorable environment, will propel the low-altitude economy forward.
Yuan Jiajun emphasized the need to optimize the specialized working mechanism for the low-altitude economy, further strengthen coordinated planning, and improve local regulations to ensure effective implementation of all related initiatives. He underscored the importance of enhancing safety management rules for low-altitude operations, with a focus on risk prevention and emergency response. The goal is to accelerate the establishment of an integrated yet decentralized safety control system that clarifies accountability, thereby firmly safeguarding the bottom line of safety in development.
Chen Mingbo stated that the CASC bears the sacred mission of national rejuvenation and strengthening the country, serving as a pivotal force in integrating prosperity and defense capabilities. With strong support from the Chongqing Municipal Committee and Chongqing Municipal People's Government, CASC will leverage Chongqing's industrial foundation and regional advantages to jointly develop the Chongqing Integrated Low-Altitude Flight Management Service Platform. This initiative will deeply integrate with Chongqing's Digital City Operation and Management Center, utilizing cutting-edge technologies such as 5G, BeiDou Navigation Satellite System, and AI to establish a spatiotemporal data infrastructure for low-altitude economy and aerospace information convergence. The collaboration aims to explore new pathways for megacity modern governance in Chongqing, fostering replicable and scalable standards for low-altitude airspace management reform, ultimately creating a national pilot demonstration for innovative airspace governance.
