On January 22, a press conference on the milestones in building the foundational capacity of "Digital Chongqing" was held today at the Chongqing Press Briefing Hall. During the briefing, Huang Chaoyong, Deputy Secretary-General of the Chongqing Municipal Party Committee, Executive Deputy Director of the Municipal Committee Reform Office, and Deputy Director of the Digital Chongqing Construction Leading Group Office - detailed the progress of the past three years. Chongqing has been actively exploring new pathways for the modernized governance of a megacity. The Digital Chongqing initiative has achieved its goal of forming key capabilities within the first year and establishing comprehensive basic capabilities by the third year, culminating in six significant achievements and seven transformative changes.

First, Chongqing has established a robust, sustainable platform for continuous iteration and growth. The municipality has built the nation's first integrated public data resource system at the municipal level, featuring six foundational databases and dedicated data warehouses for various departments, districts, and counties. This makes Chongqing one of the first regions in China to achieve direct data delivery to the grassroots level.
A consolidated, secure, and reliable infrastructure system has been established through the full integration of 410 private clouds and 52 specialized business networks. This effectively breaks down "information silos" and "data chimneys," providing robust support for unified, multi-level, and cross-domain emergency command and dispatch across the municipality.
The front-end service platforms have essentially realized "one-web access." The YUKUAI Ban (Chongqing Citizen Service Platform) platform integrates 2,926 government service items, serving 895,000 daily active users from businesses and the public. The YUKUAI Zheng (Chongqing Government Service Platform) platform has incorporated 490 applications, with over 550,000 daily active public officials, enabling flat management and seamless online collaboration across hierarchies, sectors, and departments.
The development of Digital Chongqing has addressed a range of pressing, long-standing issues that hindered the municipality's development and stability, leading to seven major transformative changes.
A new paradigm of "Overall Smart Governance Led by Party Building" has taken shape. The innovative "885" work system - comprising eight key performance reports, eight problem lists, and five coordination mechanisms - has been implemented. It manages over 800 major tasks in a closed loop, ensuring the thorough and meticulous implementation of the Central Government's major decisions in Chongqing. A "penetrative" digital supervision system has been created. It exercises comprehensive oversight over more than 2,900 core administrative power items and has automatically identified over 100,000 potential risk clues, thereby consolidating a clean and upright political ecosystem.
Digital Government: Streamlining Administrative Efficiency. Chongqing has pioneered a collaborative and efficient modern government performance mechanism. By launching 87 'Single-Window' comprehensive service scenarios, the municipality has reduced required documentation by an average of 53% and shortened processing times by 62%.
Digital Economy: The "Industrial Brain + Future Factory" Model. The municipality continues to refine this Industrial Brain, focusing on the Intelligent Connected New Energy Vehicle sector. Linking over 800 supply chain enterprises has increased the local procurement rates for major manufacturers like Changan and Seres by 10 and 12 percentage points respectively compared to 2023. Additionally, the "One-Code Access" system for digital New International Land-Sea Trade Corridor has achieved full-process coordination from ordering to delivery.
Digital Society: Enhancing Public Well-being. Chongqing established the nation's first provincial-level integrated "Three Types of Medical Care" (Medical, Healthcare, Pharmacy) platform. This life-cycle health system - spanning maternity, childcare, to elderly care - now facilitates access to high-level medical services locally for over 3 million residents annually. Furthermore, AI-powered credit systems have efficiently resolved 33 types of issues including financing and wage arrears, while reducing the frequency of corporate inspections by 20%.
Digital Culture: Building a Confident Cultural Ecosystem. The "Bashu Cultural and Tourism Digital Consumption Platform" and innovative drone light shows contributed to a 7% increase in domestic tourists and an 11% rise in consumption in 2025. The promotional slogan, "Majestic Landscape, New Rhythm of Chongqing," has achieved global resonance.
Digital Rule of Law: Integrated Legal Governance. The municipality has developed a traceable, closed-loop management system for criminal cases, expanding into civil and administrative sectors. Data exchange and business collaboration across departments and administrative levels of the municipality's political and legal units has slashed case transfer times from 4 hours to just 0.5 hours. Chongqing also launched the country's first "One-Case, One-Code" criminal inquiry system, enhancing both coordination and oversight.
Grassroots Governance: A Frontline Operational System Reaching the Last Mile. The "141" governance system (One Center, Four Functional Blocks, One Grid) has been deployed across 1,031 towns and sub-districts, dividing them into 62,000 grids and 210,000 micro-grids. Supported by 121,000 full- and part-time grid members who receive instructions and report online while patrolling offline, the system manages grassroots disputes. It has logged 2.466 million disputes - including marital/family and wage arrears issues - with a 98.2% resolution rate at the town/community level or below.
Chongqing has successfully explored a path to empower megacity governance through digital services and security.
The three-tier governance centers are now fully and efficiently operational. This integrated command system has boosted decision-making and mobilization efficiency by 90% and 70% respectively. During last year's record rainfall in the municipality center, it enabled a 3-minute universal notification and a 15-minute rapid response.
Authorities utilized "mapped operations" to monitor 158,000 risk points across fire safety, production, and social stability. This closed-loop management successfully secured 258 major events, including New Year's Eve celebrations, reducing evacuation times by 30% with zero incidents involving key personnel.
Chongqing has built a solid foundation for the AI age,
Chongqing now has 205 AI application scenarios in reserve, 100 published, and 30 deployed for active use, demonstrating significant results in major, urgent, and high-frequency scenarios. For example, The "Potential Victim Monitoring and Warning Agent" for AI Anti-fraud blocked 1.462 million attempts in 2025, halving the fraud rate from 4 to 2 per 10,000 people. In terms of AI Business Service, digital enterprise assistants and policy-matching agents have cut the average handling time for corporate inquiries from one month to three days, achieving a 100% on-time completion rate with a service satisfaction rate of 99.82%.
Chongqing has developed a systematic methodology to drive its digital transformation, guided by four core operational principles:
The "Four Best/Most" Principles: Championing the fastest system deployment, minimal investment, optimal practical outcomes, and maximal data sharing. Urgency-Led Implementation: Focusing on major, high-frequency, and urgent needs. The municipality emphasizes an iterative approach - building, using, and refining systems concurrently to enable incremental integration. Employing a "top-down driving" model. Through municipality-wide routine meetings led by top officials and dedicated task forces across departments, a multi-tiered implementation system has been established, driving progress from the municipal level down to district, township, and community grid levels. Encouraging local pilot programs under the "Local Innovation, Municipality-wide Sharing" model to maximize the demonstrative effect of successful experiments.
Chongqing has fostered a large, digitally proficient workforce. A multi-tiered digital talent team has taken initial shape. This includes the establishment of a Digital Chongqing Expert Database comprising 310 specialists, the formation of a Digital Chongqing Business Backbone Database with over 600 key personnel, and the setup of 283 dedicated Digital Chongqing task forces. Cadres have comprehensively transitioned to performing their duties through digital means, with 990,000 public officials across the city registered on the YUKUAI Zheng (Chongqing Government Service Platform) platform for daily operations. Online communication, work coordination, and task assignment have now become the standard mode of operation.
Chongqing will focus on fully consolidating its foundational digital capabilities, expanding toward integrated system-wide capacities, and accelerating the digital transformation across the entire municipality.
